Hold liable corporate private security L.E. vs local and state government, I'll stick with the local and state government, why?  Because technically the power is derived from the people, you and I not from a corporation, we have the authority to elect our local gov via L.E.

Before anyone jumps on me I noted technically, meaning that if the Constitution was followed and if our votes actually mattered.

Maybe this could be related to this post, Monday Obama made a statement that he would like to Federalize the Police force, just as government nationalized the NG, this would give the federal government authority over the local and states on L.E.

I don't really see any upside to privatised police,  like cujo said, if we lived in a constitutional nation we would be able to hold a government controlled police force accountable.

privatized police have perverse incentives and widen the gap between rich and poor. The only upside is that they are easier to sue when they engage in misconduct. But that's good for the plaintiff who gets money. The police wouldn't really care, they'd just charge it to insurance.

Looks like Obama has another plan. A secret Black Masonic Gestapo.
Getting ready mass chaos.
