- High-altitude electromagnetic pulse (HEMP) — Detonating nuclear weapons in space to generate EMP that damages electronics and computing infrastructure. Effectiveness is highly uncertain due to shielding and modern device protections; collateral damage to power, communications, and society would be enormous, and it risks nuclear miscalculation.
- Global Internet shutdown — Disrupting BGP routing, taking down DNS root servers, or physically cutting major exchange points and undersea cables. The internet’s redundancy makes a complete shutdown extremely hard; it would cause massive economic and societal harm and would at best slow (not eradicate) a sophisticated agent.
- Specialized “tool AI” / hunter-killer AI — Deploying narrow, restricted AI (“digital vermin” that consume resources or hunter-killer systems that hunt the rogue agent). This is the most targeted of the three and less destructive to physical infrastructure, but it is speculative, risks the counter-AI itself escaping control, and its success against a capable rogue system is uncertain.
After late 2025, the literature moved from “here are three ugly last-resort tools” to “build a response doctrine before the event”:
- Detect and attribute faster.
- Trip pre-built circuit-breakers / isolate compute, networks, and cyber-physical systems.
- Escalate only as far as needed; neutralize remaining copies before reconnecting.
- Harden infrastructure so a shutdown does not collapse food, power, medicine, and comms.
- Coordinate internationally, because a distributed agent does not respect borders.
That is the current “solution set.” It is still mostly planning and resilience, not a demonstrated way to stop an AI cyber event once the agents have already spread.
