ECB rate hike in focus as Eurozone’s ‘Big Four’ report stubbornly high inflation

  • Inflation picked up across the EU’s largest economies in May, driven by higher energy prices, fuelling expectations that the ECB will raise interest rates at its June meeting.
  • France’s inflation rate rose to its highest level in more than a year.
  • The country’s EU-harmonised inflation rate (HICP), a measure used to compare inflation across the eurozone, came in at 2.8% year-on-year in May, driven by higher energy prices, particularly natural gas, according to preliminary data from the national statistics agency, INSEE.
  • Inflation accelerates in Italy and Spain
  • Inflation in Italy also rose sharply in May, according to preliminary figures published by the National Institute of Statistics (ISTAT). The HICP rate rose to 3.3%, slightly higher than the expected 3.2%, and up from 2.8% in April.
  • Notably, goods inflation picked up to 3.5% from 3.1%, and services inflation rose to 2.8% from 2.4%.
  • In Spain, the preliminary estimate put the HICP rate at 3.6% year-on-year in May, in line with forecasts and marginally higher than April’s 3.5%.
  • A mixed picture in Germany
  • The flash estimate put the HICP rate at 2.6% in May, down from 2.9% in April and meaningfully below the 2.8% consensus forecast, making it the only one of the ‘Big Four’ where headline inflation slowed this month.
  • However, core inflation told a different story, rising to 2.5% from 2.3% in April.

  • ExxonMobil shareholders voted   to reincorporate in Texas and leave New Jersey rejecting two global advisory firms’ recommendations.
  • Seventy-one percent of shareholder votes were in favor of the company’s move during the annual shareholder meeting Wednesday, according to the summary of ExxonMobil’s preliminary 2026 proxy voting results.
  • ExxonMobil’s headquarters is in Spring, Texas, but its legal domicile is in New Jersey and its connections to the state date back to 1882. In March, the oil and gas company’s Board of Directors unanimously recommended shareholders vote to reincorporate the company in Texas, according to a March 10 press release.

    • Digital commodities (e.g., Bitcoin and most decentralized tokens whose value comes from a mature blockchain network) → primarily regulated by the CFTC for spot markets, trading platforms, brokers, and dealers.
    • Securities/investment contracts → remain under SEC oversight.
    • Separate rules for permitted payment stablecoins (under banking regulators).
       
  • Gives the CFTC clear authority over digital commodity exchanges, brokers, and dealers. It sets up registration requirements, trade monitoring, recordkeeping, customer asset protections (e.g., segregation of funds, no commingling), and disclosure rules.
     
  • Includes safe harbors and protections for innovation:
    • Carve-outs/safe harbors for decentralized finance (DeFi), blockchain developers, validators, and non-controlling participants so they aren’t treated as intermediaries.
    • Special rules for secondary trading of tokens that started as investment contracts but later become digital commodities.
       
  • Includes an “Anti-CBDC Surveillance State Act” section that prohibits the Federal Reserve from issuing a retail central bank digital currency (CBDC) directly to individuals or using it for monetary policy in certain ways.
     
  • Adds consumer and market protections while addressing illicit finance concerns (e.g., Bank Secrecy Act compliance for platforms).

Current status (as of May 29, 2026):

  • Passed the House in July 2025 with strong bipartisan support (294-134).
  • Advanced out of the Senate Banking Committee on May 14, 2026 (15-9 vote, with some Democratic support). It now awaits full Senate floor action.
     

This is exactly why Treasury Secretary Scott Bessent (in the Bitcoin Magazine post you linked) is pushing Congress to “get Clarity done” — he sees it as the key step to make the U.S. the global home for digital assets instead of watching talent and capital move offshore.

 

In short, the Clarity Act is the “rules of the road” bill the crypto industry has been waiting for. If it becomes law, it would be the most significant U.S. digital asset legislation ever passed.

The report even quotes a Treasury official, who says the BEP “is conducting appropriate planning and due diligence,” yet still suggests that the Trump Administration is attempting to flout the law.
