The US CONSTITUTION requires that amendments to the CONSTITUTION MUST be RATIFIED by the State Legislatures of 3/4 of the States [ 38 out of 50 states ]. The US Congress may PROPOSE an amendment with a 2/3 majority vote in both the House of Representatives and the Senate. But a PROPOSED amendment MUST be RATIIFIED by the State Legislatures of 3/4 of the States!!!
