I worked on Maricopa County computers systems in 2000. During elections there were observers. The building had underground parking. The parking entrance was guarded but as long as someone flashed a county employee clip-on badge they could access it. Ballots were dropped off at a loading dock. They then often sat unattended on that loading dock out of site of the observers or anyone else. So much for chain of custody.
