WOW ! It gets BETTER.
NEITHER “piece of paper” GUARANTEES that the OWNER of – is a person who EXHIBITS and/or who is EVEN capable of EXHIBITING a Good, Decent, Moral & responsible character toward ANYONE much less a CHILD. (read that again)
