Home builder confidence jumps to record high in August
- The numbers: The construction industry’s outlook improved again in August
- The National Association of Home Builders’s monthly confidence index rose 6 points to a reading of 78 in August, the trade group said Monday. The data, usually released at 10 a.m. Eastern, was posted early on the NAHB website.
- Index readings over 50 are a sign of improving confidence.
- What happened: The three main indicators that guide the overall index all increased this month.
- The index that measures sentiment regarding prospective buyer traffic soared eight points to a record high of 65. The index of expectations for future sales over the next six months rose three points to 78, and the gauge of current single-family home sales jumped six points to 84.
- The four regional indexes also all recorded gains. The Northeast index posted the biggest increase, rising 20 points to 65, followed by the Midwest’s 13-point uptick to 63. The indexes for the South and the West were at 71 and 78 respectively in August.
- The big picture: Home builder confidence has staged a marked turnaround over the past few months after dropping to the lowest level since 2012 back in April.

U.S. Mortgage Applications Increase in Early August
- The Mortgage Bankers Association’s latest Weekly Mortgage Applications Survey for the week ending August 7, 2020, is reporting that U.S. mortgage applications increased 6.8 percent from one week earlier.The Market Composite Index, a measure of mortgage loan application volume, increased 6.8 percent on a seasonally adjusted basis from one week earlier. On an unadjusted basis, the Index increased 6 percent compared with the previous week.The Refinance Index increased 9 percent from the previous week and was 47 percent higher than the same week one year ago.

Report: Trump Administration To Open Up Arctic National Wildlife Refuge To Oil Drilling
- The Trump administration reportedly finalized plans to approve an oil leasing program for the Arctic National Wildlife Refuge (ANWR) in Alaska that would allow oil drilling to take place there for the first time.

- Special Prosecutor Dan Webb announced he had concluded his investigation into the handling of last year’s Jussie Smollett hate-crime prosecution and found that Cook County State’s Attorney Kim Foxx and her office made several false and misleading statements about the case.
- Webb also found that, though there were unauthorized “leaks” of information by members of the Chicago Police Department,
- Webb’s office filed a new, six-count indictment charging Smollett for faking a hate crime attack in 2019. However, Webb was also given a mandate to investigate how Foxx and CPD handled the case.
- Webb said he found no evidence that would support criminal charges against Foxx or any person working for her.
- Overall, Webb said he found:
- • Evidence establishing “substantial abuses of discretion” in prosecuting and dismissing the initial criminal charges filed against Smollett.
- • Evidence “that may rise to the level of a violation of legal ethics by State’s Attorney Foxx” and other Cook County prosecutors “relating to false and/or misleading public statements made about the prosecution.”
- • Evidence showing Foxx was given frequent updates about the case against Smollett following her declared recusal, though there was no evidence showing Foxx was involved in decision-making after that point.
- • No evidence that would support criminal charges against Foxx or any other Cook County prosecutor.
- • No evidence of “improper influence by any outside third parties”

Puerto Rico Legislator Indicted for Theft, Bribery, and Fraud
- A federal grand jury in the District of Puerto Rico returned a 13-count indictment against legislator María Milagros Charbonier-Laureano (Charbonier), aka “Tata,” a member of the Puerto Rico House of Representatives, as well as her husband Orlando Montes-Rivera (Montes), their son Orlando Gabriel Montes-Charbonier, and her assistant Frances Acevedo-Ceballos (Acevedo), for their alleged participation in a years-long theft, bribery, and kickback conspiracy.
- The indictment charges Charbonier, Montes, Montes-Charbonier, and Acevedo with conspiracy; theft, bribery, and kickbacks concerning programs receiving federal funds; and honest services wire fraud. Charbonier, Montes, and Montes-Charbonier are facing two counts of money laundering. The indictment also charges Charbonier with obstruction of justice for destroying data on her cell phone.
- According to the allegations in the indictment, from early 2017 until July 2020, Charbonier, Montes, Montes-Charbonier, and Acevedo executed a scheme to defraud the Commonwealth of Puerto Rico by engaging in a theft, bribery, and kickback scheme. In early 2017, Charbonier inflated her assistant Acevedo’s salary from $800 on a bi-weekly, after-tax basis to $2,100; this amount increased to nearly $2,900 by September 2019.

Former CIA Officer Arrested and Charged with Espionage
- Alexander Yuk Ching Ma, 67, a former Central Intelligence Agency (CIA) officer, was arrested on Aug. 14, 2020, on a charge that he conspired with a relative of his who also was a former CIA officer to communicate classified information up to the Top Secret level to intelligence officials of the People’s Republic of China (PRC). The Criminal Complaint containing the charge was unsealed this morning.
- “The trail of Chinese espionage is long and, sadly, strewn with former American intelligence officers who betrayed their colleagues, their country and its liberal democratic values to support an authoritarian communist regime,” said Assistant Attorney General for National Security John C. Demers. “This betrayal is never worth it. Whether immediately, or many years after they thought they got away with it, we will find these traitors and we will bring them to justice. To the Chinese intelligence services, these individuals are expendable. To us, they are sad but urgent reminders of the need to stay vigilant.”
