 is the emphasis on sending U.S. patriots to Ukraine, when Germany, Poland, France and other EU countries can send patriot missiles directly, right now, and then replace later under PURL?

PURL (Prioritized / Prioritised Ukraine Requirements List) is a US–NATO mechanism for supplying Ukraine with American-made weapons and equipment, funded primarily by NATO allies and partners rather than direct US taxpayer aid.

 It was launched in summer 2025 (around July–August), following agreement involving NATO Secretary General Mark Rutte and the Trump administration. It effectively became a main channel for critical US-origin systems (especially air defense) after shifts in US direct assistance.

How it works

  • Ukraine identifies priority needs (air-defense systems and interceptors such as for Patriots, artillery ammunition, missiles, and other items that the US can supply in volume or that lack ready European equivalents).
  • These are packaged (often ~$500 million each) and coordinated with the US and NATO.
  • Allies and partners make voluntary financial contributions.
  • The US then supplies the equipment from existing stockpiles or production, with delivery coordinated via NATO (including NSATU).

 PURL is the current structured way NATO partners pay for priority US weapons (especially high-end air defense) for Ukraine, with the US providing the actual systems from its stocks/production 

 

It is the official position of the United States government that Ukraine has never had access to the “Starshield” global satellite system used by the United States military for communication and global guidance targeting.  Giving Ukraine access to Starshield would be akin to the United States operating missile and drone targeting of nuclear armed Russia.
