IMF warns of cyber threat to digitally connected financial markets

  • The International Monetary Fund’s (IMF) October 2026 Global financial stability report has highlighted the risk financial institutes face as they become digital and interconnected. In the report, the IMF warned that this interconnectivity leads to a greater risk of cyber disruptions which has emerged as a growing source of systemic risk.
  • The IMF noted that cyber threats constitute a growing systemic risk as financial services become more digital and interconnected, stating that frontier AI models are emerging as both powerful enablers of cyber attacks and critical defensive tools.
  • “A major attack affecting payments, trading or access to deposits could cause immediate losses and undermine confidence,” the report’s authors warned.
  • In the report, the IMF noted that rapid digitisation has expanded the attack surface. First is the exposure to disruption due to the fact that financial institutions increasingly depend on interconnected technologies, cloud services, third-party providers, and real-time payment and settlement systems.
  • The second risk identified in the IMF report is that there is growing reliance on a small number of critical technology providers, together with increasingly complex and often opaque third-party dependency chains. The report’s authors warned that this supply chain increases concentration risk and creates potential common points of failure across financial institutions.
  • The third is the growing sophistication of cyber threats. “State-sponsored actors, ransomware groups and insiders now have access to increasingly powerful tools, including frontier AI models that have demonstrated strong capabilities in network-attack simulations,” the IMF warned. These developments are making cyber defence more challenging.

  • WASHINGTON—The Office of the Comptroller of the Currency (OCC) today released a report of its findings from its supervisory review of debanking activities at the nine largest national banks it supervises: JPMorgan Chase Bank, Bank of America, Citibank, Wells Fargo Bank, U.S. Bank, Capital One, PNC Bank, TD Bank, and BMO Bank.
  • The OCC conducted its supervisory review in accordance with the President’s Executive Order, “Guaranteeing Fair Access to Banking for All Americans,” to determine whether these banks’ policies or practices may have required, encouraged, or otherwise influenced banks to deny or limit access to financial services to Americans because of their political or religious beliefs or lawful business activities. The OCC’s findings show that, between 2020 and September 2025, all nine banks had such policies.
  • “Today’s report provides irrefutable evidence that the nation’s largest banks have denied, debanked and discriminated against customers and lawful businesses,” said Comptroller of the Currency Jonathan V. Gould. “Americans should have access to financial services regardless of their beliefs, affiliations, or political views. Fair access to financial services is not a mantra—it is a mandate. Massive Cyber Attack Threatens Release of Data from 38 Maritime Companies 

  • Cybersecurity firms are alerting the maritime community to what appears to be a massive data breach possibly exposing 38 organizations ranging from shipping lines to ports, terminal operators, and agencies. According to the information, a newly emerged, shadowy “data-theft extortion operation,” n0n Group, posted the names of the 38 organizations on October 12 and gave them one week to pay millions in ransom or have their data released.
  • The list of companies includes the offices of major shipping lines, including Ocean Network Express (ONE) in Singapore, CULines, T.S. Lines, and companies in South Korea, Japan, and Indonesia. It also includes ports and terminals ranging from South Korea to India, Saudi Arabia, Spain, Brazil, and Vietnam.  In addition to agencies supporting shipping operations, it also reaches into related businesses, including Chinese crane manufacturer ZPMC.

Zelensky says ‘people will die’ because of Starlink decision
