Iran Warns Will Take War “Beyond the Region” if Trump Restarts Attacks

Mamdani’s ‘Balanced Budget’ Is an Accounting Atrocity
  • After warning that NYC faces a budget crisis of “historic magnitude” in late April, Mamdani now assures the 8.5 million residents of the Big Apple that the city is on “firm financial footing” after he “balanced the budget” “without raising property taxes” or “slashing services.”
  •  , the harsh reality is that the Big Apple is bankrupt. 
  • According to NYC Comptroller Mark Levine, the “$2.2 billion budget shortfall for FY2026 and projected $10.4 billion gap for FY2027… is the first time since the Great Recession that the City faces a budget shortfall of this magnitude.”
  • Based on Mamdani’s “balanced budget,” the FY 2026 and FY 2027 deficits are no longer a concern. 
  • Much of the gap has been taken care of by what Mamdani calls a “partnership with Albany.” New Yorkers outside of the Big Apple call it a bailout.
  • “Thanks to Governor Kathy Hochul, Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie, the City secured an additional $4 billion in state support and actions to help stabilize the budget,” Mamdani bluntly put it.
  •   Albany could not supply enough money to make the short-term math work.
  • Thus, Mamdani’s balanced budget relies upon accounting gimmicks and “new tax revenue.”
  • “A considerable amount of savings comes from a delay of payments into New York City’s municipal pension funds, a measure that Mamdani said could save $1.6 billion in the upcoming fiscal year,” reports TIME.
  • In budget parlance, this is known as “restructuring unfunded pension liability.” It is also referred to as kicking the can down the road.
  • In this case, it is an accounting atrocity because NYC miscalculated the return on pension investments for years, thereby creating an additional $27 billion unfunded pension liability on top of the enormous amount of money NYC has already promised to current and future public employees.
  • For context, NYC spends nearly $30 billion per year on pension payments and debt service compared to about $95 billion for all agencies and services.

The “parlimanterian” (almost certainly a typo for “parliamentarian”) refers to the Senate Parliamentarian of the United States Senate — currently Elizabeth MacDonough.

 Key responsibilities include:
  • Advising the presiding officer (usually the Vice President or a senator) in real time on the Senate floor about how to apply the rules, respond to points of order, parliamentary inquiries, etc.
  • Interpreting the Byrd Rule during budget reconciliation — this is the biggest and most controversial part of the job right now. Reconciliation bills can pass with just 51 votes (bypassing the filibuster), but only if every provision is directly related to the federal budget. The parliamentarian decides what counts as “extraneous” (must be stripped out or needs 60 votes).
  • Referring bills to the proper Senate committees on behalf of the majority leader.
  • Maintaining the Senate’s precedents (a huge historical record of how rules have been applied).

Why does it sometimes feel like she has secret power?When a bill uses the fast-track reconciliation process, the parliamentarian’s interpretation of the Byrd Rule can force big provisions to be stripped out or require 60 votes. Critics on the right have called her an “unelected” obstacle.  

 

  The Byrd Rule is named after (and was created by) Senator Robert C. Byrd (D-West Virginia, 1917–2010). He is the same senator who was a member of the Ku Klux Klan in the early 1940s. He was the mentor for HRC and Biden and many others 

 

  • In the early 1940s (around age 24), Byrd joined the KKK, organized a local chapter in Sophia, West Virginia, and served as its “Exalted Cyclops.” He recruited members and was active at least through 1946.

Quick facts on the Byrd Rule

  • Senator Byrd sponsored the amendment in 1985 (later made permanent in 1990) that added Section 313 to the Congressional Budget Act.
  • Its purpose was to stop senators from stuffing unrelated “extraneous” policy changes into fast-track budget reconciliation bills. Reconciliation lets bills pass with only 51 votes (no filibuster), so the rule keeps them focused strictly on budget, spending, revenue, and debt-limit matters.
     
  • That’s why the Senate Parliamentarian uses it today to review and potentially strip provisions (the “Byrd Bath”).
