The 17 million barrels that Energy Secretary Chris Wright said crossed the Strait of Hormuz by ship on Monday (August 31) are still at sea. 

Most of that oil is headed to Asia (China, India, Japan, South Korea and others), which historically takes the large majority of Hormuz crude. Those tankers would still be in the Arabian Sea or Indian Ocean as of September 2. A smaller share could be bound for Europe.  

A tanker leaving Hormuz for the U.S. Gulf Coast normally takes 32–53 days, often longer when ships avoid the Red Sea/Suez and sail around Africa. Two days after transit, none of Monday’s cargoes have reached U.S. ports.

What the White House is trying to change

  • More refining output. Trump asked executives how to raise capacity through faster permitting, regulatory changes, and new investment. Extra barrels of gasoline on the market would, all else equal, push prices down. The administration has already used an RVP waiver to let stations sell a cheaper, higher-ethanol blend earlier than the normal summer-to-winter switch; EPA said that would add hundreds of thousands of barrels per day of supply.
     
  • Cheaper operating rules. Refiners used the meeting to complain that the Renewable Fuel Standard (the federal ethanol and biodiesel blending quotas) raises their costs because they must buy credits or blend more expensive biofuels. Relaxing those mandates, or other environmental rules that raise operating costs, could shrink the refining margin that gets passed to drivers. California is the extreme local example: a unique, more expensive gasoline formula plus high state taxes and several recent refinery closures have left the state far above the national average.
     
  • More matching crude. The administration is also pushing Venezuelan heavy crude that many Gulf Coast refineries are built to process. Extra feedstock of the right type can raise gasoline output even if total U.S. crude production is already high.

However, for expanding the war propaganda purposes the created narrative holds value.  The Leipzig-Halle drone operation was more than likely carried out by the same country who bombed the Nordstream pipeline. TankerTrackers counted 29 tankers carrying 36.11 million barrels inside the strait, while Iranian floating storage west of the blockade line climbed to 41.7 million barrels. Meanwhile, the Islamic Republic’s neighbors are still moving millions of barrels. The UAE can pump oil directly to Fujairah outside Hormuz, while other Gulf producers continue exporting despite suffering significant disruption.

The market is finding ways around the Islamic Republic while the Islamic Republic increasingly cannot find a way around the blockade.

That is catastrophic for a government dependent on oil for hard currency. China can continue buying Iranian crude already floating in Asia, but if fresh barrels cannot escape from Iran, that inventory eventually runs down and the cash flow dries up. Years of sanctions never completely stopped Iranian oil because the Islamic Republic could evade them through discounts, shadow tankers, ship-to-ship transfers, front companies and Chinese buyers.

The blockade is doing something sanctions never fully accomplished by physically separating the Islamic Republic from its biggest oil customer.

Iran tried to turn Hormuz into economic leverage against everyone else. Instead, its neighbors are bruised but still exporting millions of barrels while the Islamic Republic has turned its own coastline into an oil parking lot.
