Ya know what ,,,,the bank can issue cashiers checks to the holder of the account and then the account holder goes to,,an outside entity to cash or deposit the funds elsewhere,,,they HAVE to do this,,,these funds DO NOT BELONG TO THE BANK,,PERIOD!!! Anything less than the afore mentioned IS THEFT,,so the bank would stand to loose it`s CHARTER,,and maybe that`s what needs to happen.
