The change has come due to pressure on Chinese exchanges from the government to innovate and expand their influence to the rest of the world and China’s aim of domestic players having more control over commodity prices. Known as cross-listing, the process would involve new LME metal contracts settling against ShFE prices, the sources said.
The sources did not have a timeline for launch. The LME, the world’s oldest and largest forum for metals trading, would pay ShFE a license fee and the new contracts would be cleared at the LME’s clearing house, the sources said.
“During LME Week this year we announced that we intend to further deepen our collaboration with SHFE in 2024, by working together in product innovation to better serve international participants in risk management and price discovery,” the LME said in response to a request for comment.

Arizona Gov. Katie Hobbs signed an executive order on Friday to deploy National Guard members to the southern border with Mexico to tackle border issues, citing the lack of action from the federal government.
“Yet again, the federal government is refusing to do its job to secure our border and keep our communities safe,” Ms. Hobbs, a Democrat, said in a press release on Dec. 15.
National Guard members will be stationed at multiple locations along the southern border near the Lukeville Port of Entry and the San Miguel crossing. Ms. Hobbs did not specify how many members will be deployed.

Wholesale retailer Costco sold more than $100 million worth of gold in the most recent quarter, with gold bars seeing high demand from customers.

Mr. Thompson, Mississippi Democrat, made the acknowledgment in a Dec. 13 letter to House Administration Oversight Chairman Barry Loudermilk, Georgia Republican, in response to Mr. Loudermilk’s request a week earlier.
“As stated in its Final Report, the bipartisan Select Committee transmitted its evidence of potential crimes to prosecutors conducting concurrent, independent investigations of then-President Trump’s multi-part conspiracy to overturn the legitimate results of the 2020 Presidential election and the deadly January 6th insurrection,” Mr. Thompson told Mr. Loudermilk. Republicans launched an inquiry in early December into whether the Select Committee sent documents and materials to Fulton County, Georgia, District Attorney Fani Willis to help her build a criminal case against Mr. Trump. Ms. Willis, a Democrat, is prosecuting Mr. Trump and more than a dozen co-defendants on charges related to efforts to overturn President Biden’s win in Georgia in 2020.
Mr. Loudermilk and House Judiciary Chairman Jim Jordan of Ohio previously asked Ms. Willis and Mr. Thompson to turn over documents related to any investigative coordination between the Georgia prosecutor’s office and the committee.
Mr. Loudermilk noted that this concerned him because Mr. Thompson wrote in a previous letter that he did not preserve any video recordings of depositions or transcribed interviews. The Washington Times has reached out to Mr. Thompson’s office.

The Biden administration finalized the most restrictive offshore oil and gas five-year leasing schedule in U.S. history on Friday as the national average retail gas price remains high for American consumers.
The Department of the Interior (DOI), which oversees the Bureau of Ocean Energy Management (BOEM), announced that it is finalizing the leasing schedule, which meets the bare minimum acreage required by the Inflation Reduction Act (IRA) in order for the administration to issue offshore wind leases, according to the DOI. The 2024-2029 schedule only features three lease sales in the Gulf of Mexico, with no sales scheduled for any other area off the country’s shores; DOI finalized the plan as the national average per-gallon price at the pump hovers at around $3.10.
BOEM’s finalized plan is a far cry from the schedule that former President Donald Trump and his administration were crafting, which would have allowed for 47 lease sales in the Gulf of Mexico and beyond, including in the Pacific Ocean and off the Alaskan coast. The three leases— scheduled to take place in 2025, 2027 and 2029— amount to just over 60 million acres in total, which is the threshold that the administration is required to meet in order to continue issuing offshore wind leases to advance its sweeping climate agenda.
“The release of the U.S. offshore leasing program, mandated by law and long overdue, is an utter failure for the country,” National Ocean Industries Association President Erik Milito said of the proposed schedule in September. “The White House simply ignores our energy realities in once again limiting U.S. energy production opportunities.”

With the squashing of further rate hikes and now talk of three rate cuts during 2024, Powell’s turning to the Dark Side is all but complete. Stocks, Bitcoin, bonds, oil, and of course gold, all rallied. But few people are pricing in how the Fed will be forced into QE (Money Printer go Brrr), either through balance sheet growth or “stealth mode.”
There will be consequences.
the combination of Treasury auctions increasing demand coupled with securities’ sales at the Fed reducing supply are going to keep pushing the market interest rate higher and probably eat through the rest of the reverse repos in a matter of months.
At that point, the Fed will have to violently throw the levers of power from one direction to the other, switching from fighting to maintain an interest rate floor into maintaining an interest rate ceiling.
That’s when the Fed transitions from using reverse repos to repos, something we explained in detail in an earlier post. But what this also marks is a mandatory return to QE: Quantitative Easing – a fancy way to say money creation.
When the tipping point is reached, the central bank will be forced to buy securities to maintain its interest rate ceiling, just as it did in the end of 2019 when the repo market went haywire. It was the only way for an embarrassed Fed to regain control over interest rates.

Miles Taylor, Trump’s former chief of staff at the Department of Homeland Security, was asked on MSNBC about what potential damage the former president, who is the frontrunner in the GOP primaries, could do in government without breaking the law.
“The possibilities are almost limitless,” Taylor said. “The biggest concerns for me are on the national security side. I think Americans still don’t understand the full extent of the president’s powers and things Donald Trump could do, bubble-wrapped in legalese, that would be damaging to the republic.”
“He could invoke powers we’ve never heard a President of the United States invoke—potentially to shut down companies or turn off the internet or deploy the U.S. military on U.S. soil,” he added. “We don’t know because the things that are in there, the emergency powers of the president, aren’t widely known to the American people.
A provision in the Communications Act empowers the president to “cause the closing of any station for radio communications” (such as broadcasting or mobile phone networks) as well as “cause the closing of any facility or station for wire communications” (such as telephone and internet networks).
All that is necessary for the exercise of these huge powers is a “proclamation by the President” of “national emergency” in the case of broadcast stations and mobile phones or the “interest of the national security” for the internet or telephone networks.
Removing internet service in certain areas of the U.S. would require multiple companies to turn off their cell towers and fiber networks, and to restrict satellite access to people living in those regions.

Output declines in all three major sectors were key contributors to a drop in GDP in October
The UK economy contracted by 0.3% in October, the first time since July that GDP had shrunk on a month-by-month basis, according to data released by the Office for National Statistics on Wednesday.
The drop comes after a gain of 0.2% in September. Services, industrial production, and construction all showed weaker-than-expected results. The three sectors, which combined had declined for the first time in five months, were the major trigger for the drop in GDP due to their size in the economy.
In particular, manufacturing and construction fell by 1.1% and 0.5% respectively in October, while the country’s dominant services sector shrank by 0.2%.
Consumer-facing services saw a decrease of 0.1%, leaving output in the sector 5% below pre-pandemic levels. The largest negative contributions came from other personal service activities, which declined by 2.3%.
The Biden Administration is directing Federal agencies to prioritize the use of sustainable transportation such as electric vehicles and trains for official travel, as part of efforts to build a clean transportation future, the White House said in new guidelines.
Last year, federal employees took more than 2.8 million flights, 2.3 million vehicle rentals, and 33,000 rail trips, the Administration added.
The prioritization of cleaner transportation includes guidelines that federal employees will rent an EV on official travel when the cost of the EV is less than or equal to the most affordable comparable vehicle available. Employees will also opt for cost-competitive EV options where available when using taxis and ride-share platforms.
The Financial Stability Oversight Council issued its 2023 annual report Thursday, and listed commercial real estate as the first in its list of financial risks to the U.S. economy.
FSOC was created in the wake of the 2008 financial crisis to identify potential risks to the financial stability of the United States and to promote market discipline. It comprises the heads of the major U.S. financial regulators and is chaired by Treasury Secretary Janet Yellen.
The report noted that commercial real estate loans totaled nearly $6 trillion in the second quarter of 2023, roughly half of which were owned by U.S. banks, and that “a substantial volume” of these loans are set to mature in the next few years. Regulators are concerned that a vicious cycle may take hold, whereby elevated office vacancy rates leave borrowers unable to finance their debt, which in turn leads to distressed sales that impact the value of neighboring properties. The lack of traffic in some business districts also has the compounding effect of reducing demand for restaurants and retail locations in business districts.

Charles McGonigal was sentenced to four years and two months in prison in Manhattan federal court by Judge Jennifer H. Rearden, who said McGonigal harmed national security by repeatedly flouting sanctions meant to put economic pressure on Russia to get results without military force. He was also fined $40,000. According to IRLI officials, the internal memo examined 25 areas at the border and ultimately recommended the construction of a border wall in every area. Further, a border wall was found to be the most cost-effective tool for DHS to deter illegal immigration.

In Apple’s updated guidelines, the tech giant will now only share customer data about push notifications with law enforcement “in response to a search warrant issued upon a showing of probable cause, or customer consent.” In the past, the company accepted a subpoena to hand over customer data.
The critical difference between the two is that a subpoena compels the company to act in response to a request for information. In contrast, a search warrant is far more aggressive and authorizes a legal authority to take action to retrieve the information.

A series of court rulings have upended the Department of Justice’s intention to try Donald Trump for a number of alleged crimes prior to the 2024 election.
On Wednesday, Judge Chutkan admitted that she doesn’t have jurisdiction over a case while a higher court is considering claims of immunity.
“Judge Chutkan agrees that she no longer has jurisdiction over Trump case while his immunity appeal is pending,” Politico’s Kyle Cheney reported.

Judicial Watch has disclosed new documents concerning the unfortunate drowning of Tafari Campbell, the former personal chef of the Obama family, revealing that there were operational failures with Secret Service rescue boats during the emergency.
According to witness accounts, without a life jacket and wasn’t tethered to his board, Campbell lost his balance and fell off his paddleboard into the water. Desperately struggling to stay afloat, he eventually slipped beneath the surface, never to resurface again.

The Supreme Court accepted a case that could further complicate special counsel Jack Smith’s timeline for bringing former President Donald Trump to trial in Washington, D.C., on charges stemming from his alleged efforts to overturn the 2020 election.
The justices agreed Wednesday to take up a case challenging the scope of an obstruction law that has been used to charge hundreds of Jan. 6 defendants — along with the former president. The statute, Section 1512(c)(2), is connected to two of the four counts Smith levied against Trump in his indictment.
With two key charges in question, Trump’s March 4 trial date appears increasingly unlikely, despite Smith making every effort to maintain it.
“The decision by SCOTUS today to take up the appeal on the 1512 ‘obstruction of an official proceeding’ case means the Trump DC case will not be going to trial,” lawyer and former federal prosecutor Bill Shipley wrote on Twitter. “This is the easy way to make that happen without directly acting on the Trump case on an expedited basis.”

Well, a recent poll conducted by The Heartland Institute and Rasmussen Reports “found one-in-five voters who cast mail-in ballots during the 2020 presidential election admit to participating in at least one kind of voter fraud.” Keep in mind that 43% of 2020 voters cast ballots by mail. There were approximately 155M ballots cast in the 2020 Presidential Election. 43% of that would mean over 66M voted by mail. “One in five” of 66M would amount to potentially over 13.33M ballots that were illegally cast. But 2020 was “the safest and most secure election in history.”v

A federal appeals court ruled that former President Trump cannot assert presidential immunity in a defamation lawsuit brought by writer E. Jean Carroll, denying Trump’s bid to avoid civil trial next month and thus setting up a Supreme Court battle.
A three-judge panel of the U.S. Court of Appeals for the 2nd Circuit ruled against Trump, finding that presidential immunity could be waived as a defense and that Trump had in fact waived it.
The panel went on to reject the former president’s various arguments for why he should be able to assert the defense now.
“[R]ecognizing presidential immunity as waivable reinforces, not undermines, the separation of powers and the President’s decision making authority by affording the President an opportunity to litigate if he so chooses. Accordingly, we hold that presidential immunity is waivable,” Judge José Cabranes wrote in the 35-page decision.
Trump attorney Alina Habba called the ruling “fundamentally flawed” in a statement and said the former president will seek the Supreme Court’s review.

The report released Thursday by the Defense Department inspector general revealed that in fiscal 2023 there were 183 allegations of extremism across all the branches of military, broken down not only into efforts to overthrow the government and terrorism but also advocating for widespread discrimination or violence to achieve political goals.
In the U.S., extremist activity, including neo-Nazi, white supremacist and anti-government movements, has been growing, and numerous violent plots by veterans and even active-duty troops have been thwarted in recent years. Mass immigration makes finding “stable jobs with decent pay” harder for Americans, especially those in the working class, the New York Times admits.
In an analysis of the Labor Department’s latest jobs report, which showed that about 199,000 jobs were created in November, the New York Times suggested President Joe Biden’s policy to import as many foreign workers as the business lobby requests hurts Americans looking for high-paying jobs with good benefits.

It’s no secret that most US households are sick and tired of high prices.
While the increases have slowed substantially in recent months, the prior years of elevated inflation are now baked into the cost of everything from food to furniture.
Household incomes have gone up too, but some common baskets of groceries now cost 25% more than they did before the pandemic, taking a lot of the wind out of those gains.
The sticker shock is now so bad that nearly twice as many consumers would prefer to see prices come down than those who want to see their income increase, according to a recent Morning Consult analysis.
But here’s the thing: Across-the-board price drops usually mean a recession, which is, uh, not good.
Nearly six in 10 Americans feel like the U.S. economy is currently in a recession despite avoiding the sharp downturn widely predicted by economists last year, according to a recent Bankrate survey.
This holds true across generations and income levels, the survey found. Generation X and Millennials were the most likely to say that the economy is in a recession, at 65 percent and 60 percent respectively.
However, Baby Boomers and Generation Z were not far behind, with 58 percent and 55 percent each saying the economy is currently in a downturn, according to the Bankrate survey conducted in late October with 2,404 U.S. adults.
Nearly equal portions of lower-income households — those making less than $50,000 — and higher-income households — those making more than $100,000 — also said they feel the economy is in a recession.
However, economists are much more optimistic about the state of the U.S. economy now compared to a year ago, when many were predicting a recession in the face of sky-high inflation and rising interest rates.

In a sudden about-face, President Biden in a speech on Tuesday began aggressively criticizing Israel and the Netanyahu government for the first time since the Oct.7 Hamas terror attacks.
Calling the Israeli prime minister a “good friend” – Biden said “I believe he has to change” as the government in Israel and the ongoing military campaign which has killed many is “making it very difficult for the world.”
He underscored that while the US stands with Israel and will continue supporting its counter-terror operations, “They’re starting to lose that support’ due to indiscriminate bombing.”
He continued by saying the “world is looking at Israel” – a reference to its increasing isolation on a global stage over the soaring death toll (Palestinian sources have cited a death toll surpassing 17,700) before laying down a rare ultimatum of sorts. Biden said that Netanyahu can’t say “no” to a Palestinian state in the future.
Biden’s words appeared to be in direct response to statements of Netanyahu from Monday. The Israeli leader pledged that his administration would block an US proposed postwar plan to have the Palestinian Authority take over Gaza.
The two leaders are now very openly at odds on strategy concerning the ongoing Gaza operation, ironically after the US has given Israel over $3 billion annually in foreign and defense aid.

But their statements shouldn’t have come as a surprise. Congress could have assembled two dozen university presidents and likely would have received the same answer from each of them.
This is because the value of free speech has been elevated to a near-sacred level on university campuses. As a result, universities have had to tolerate hate speech — even hate speech calling for violence against ethnic or religious minorities. With the dramatic rise in antisemitism, we are discovering that this is a mistake: Antisemitism — and other forms of hate — cannot be fought on university campuses without restricting poisonous speech that targets Jews and other minorities.

And the last GDP report pulled a huge amount of growth forward from next year through inventory buildup. GDI has fallen behind GDP at rates never seen before.

Arizona Governor Katie Hobbs, a Democrat, has accused President Joe Biden of failing to secure the southern border, and is seeking half a billion dollars in federal reimbursement for the state’s spending on the crisis.
In a letter on Friday, which Hobbs released publicly, the governor requested more than $512 million in federal funds to reimburse state spending on migrant transport, drug interdiction, and law enforcement ‘due to the federal government’s failure to secure our border.’
It comes after Customs and Border Protection encounters with migrants at the southern border reportedly hit a one-day high of 12,000 on Tuesday, including more than 10,200 who were detained illegally entering the US from Mexico between ports of entry.

Rep. Nicole Malliotakis (R-NY) has asserted that she possesses unequivocal proof that city officials are actively working to enable illegal immigrants to get registered to vote.
Malliotakis submitted a request under the Freedom of Information Law (FOIL) to access the agreement between New York City and Homes for the Homeless, which manages the migrant facility on Staten Island.
Homes for the Homeless (HFH) is a nonprofit organization tasked with erecting emergency shelters for migrants amidst a deepening border crisis. Within this contract’s appendix, the Representative spotted language that seemed to instruct the nonprofit to supply voter registration paperwork to the shelters’ migrant residents.
During a press briefing in Staten Island, Malliotakis announced that she had acquired a portion of a contract between New York City’s Department of Social Services and Homes for the Homeless.
She found that it obligates contractors of migrant shelters to hand out voter registration cards, help migrants in registering to vote, and circulate campaign materials within the shelter premises.

Distribution of Voter Registration Forms
In accordance with Charter § 1057-a, the Contractor, if a contractor having regular contact with the public in the daily administration of its business under this Agreement, hereby agrees as follows:
(1) The Contractor shall provide and distribute voter registration forms to all persons together with written applications for services, renewal or recertification for services and change of address relating to such services. Such voter registration forms shall be provided to the Contractor by the City. The Contractor should be prepared to provide forms written in Spanish or Chinese, and shall obtain a sufficient supply of such forms from the City.
(2) The Contractor shall also include a voter registration form with any Contractor communication sent through the United States mail for the purpose of supplying clients with application, renewal or recertification for services and change of address relating to such services materials. If forms written in Spanish or Chinese are not provided in such mailing, the Contractor shall provide such forms upon request.
(3) The Contractor shall, subject to approval by the Department, incorporate an opportunity to request a voter registration application into any application for services, renewal or recertification for services and change of address relating to such services provided on computer terminals, the World Wide Web or the Internet. Any person indicating that they wish to be sent a voter registration form, via computer terminals, the World Wide Web or the Internet shall be sent such a form by the Contractor or be directed, in a manner subject to approval by the Department, to a bank on that system where such a form may be downloaded.
(4) The Contractor shall, at the earliest practicable or next regularly scheduled printing of its own forms, subject to approval by the Department, physically incorporate the voter registration forms with its own application forms in a manner that permits the voter registration portion to be detached therefrom. Until such time when the Contractor amends its form, the Contractor should affix or include a postage paid New York City Board of Elections voter registration form to or with its application, renewal, recertification and change of address forms.
(5) The Contractor shall prominently display in its public office, subject to approval by the Department, promotional materials designed and approved by the New York City or New York State Board of Elections.
(6) For the purposes of Part A of this article, the word “contractor” shall be deemed to include subcontractors having regular contract with the public in the daily administration of their business.
(7) The provisions of Part A of this article shall not apply to services that must be provided to prevent actual or potential danger to life, health or safety of any individual or of the public.
Assistance in Completing Forms
In accordance with Charter § 1057-a, the Contractor hereby agrees as follows:
(1) In the event the Department provides assistance in completing distributed voter registration forms, the Contractor shall also provide such assistance, in the manner and to the extent specified by the Department.
(2) In the event the Department receives and transmits completed registration forms from applicants who wish to have the forms transmitted to the New York City Board of Elections, the Contractor shall similarly provide such service, in the manner and to the extent specified by the Department.
(3) If, in connection with the provision of services under this Agreement, the Contractor intends to provide assistance in completing distributed voter registration forms or to receive and transmit completed registration forms from applicants who wish to have the forms transmitted to the New York City Board of Elections, the Contractor shall do so only by prior arrangement with the Department.
(4) The provision of Part B services by the Contractor may be subject to Department protocols, including one on confidentiality.
Despite these accusations, officials from NYC’s Department of Social Services have rebutted Malliotakis’s claims. According to them, the incriminated contract section strictly pertains to “eligible clients” who are U.S. citizens within shelter housing.
“These allegations are both incorrect and unfounded. DHS has a legal mandate to insert voter registration-related language in shelter contracts, which is applicable solely to citizens who are eligible. This does not extend to asylum seekers housed in shelters,” a spokesperson told FOX News.

Washington D.C. officials have been compelled to comply with legal threats from a judicial watchdog and is now purging its voter rolls of over 100,000 ineligible names.
“We sent notice letters to election officials in the District of Columbia, California, and Illinois, notifying them of evident violations of the National Voter Registration Act(NVRA) of 1993, based on their failure to remove inactive voters from their registration rolls,” Judicial Watch announced on Friday.
“In response to our inquiries, Washington, DC, officials admitted that they had not complied with the NVRA, promptly removed 65,544 outdated names from the voting rolls, promised to remove 37,962 more, and designated another 73,522 registrations as ‘inactive’,” the announcement noted.
The notice letter sent to the District of Columbia noted that it had remove “zero voter registrations in the last two-year reporting period” for “failing to respond to an address confirmation notice” for “failing to vote in two consecutive general federal elections.”
