Question … The Treasury Dept is Federal Government … What if Congress tells Fed Reserve “NO We Will NOT stop the printing of $$$ paper!!!!” ???

Question …. What if Congress tells the Banks that the Fed Reserve can NOT rule over them and that they can NOT deny a patron the ability to withdraw funds by check/debit card/etc? Perhaps they (the actual BANK) could say
“No, we do not have enough PAPER currency to give you on short notice BUT you can still pay your bills by check or buy that gun with your credit card “…
Question…. Who actually is in charge of the Banks? The Fed Reserve or the Government???
Question…. The Fed Reserve is a private corporation … Since 1913 have they paid ANY taxes???? Maybe the 80,000 agents need to audit the past 100 plus years of that corporation !!!!
