New Wealth Tax Could Be California’s Nuttiest Idea Yet
- Under Assembly Bill 259, by Assemblyman Alex Lee (D-San Jose) the state would “impose an annual tax at a rate of 1.5 percent of a resident of this state’s worldwide net worth” in excess of $1 billion starting in 2024.
- Starting in 2026, the threshold would drop to just $50 million of worth, taxed at 1 percent.
- Note it’s a “worldwide” tax. So property in other states or countries would be taxed. That would be a headache right there. How does one assess value in another country, with different systems of valuation, even different languages? Maybe you could do it in Singapore, which has an advanced economy where many people speak English. But how about investing in cobalt mines in the Congo, subject to price fluctuations, local upheavals, and the interference of Communist Chinese mining interests?
- AB 259’s language says the tax would be imposed for an asset sale “at any time within the past 10 years … the taxpayer shall report the valuation” to the Franchise Tax Board (FTB). This apparently means the taxpayer would be liable for such transactions even if he left the state, until the 10 years of “valuation” eventually expired.
- The tax would be on top of the current 13.3 percent top state income tax rate, the highest in the country.
- And what if taxpayers flee to other countries and sell all their U.S. assets? How will California be able to tax them? If they don’t pay, will the FTB send the California National Guard to collect?
- In my 36 years of writing on California taxes and budgets, this is the nuttiest idea yet.

In January the Bureau of Economic Analysis claimed that GDP was up by 2.9% in the 4th Quarter but this makes no sense.
Then looking closer at the numbers it was noted that Americans’ disposable income decreased the most in 2022 since 1932 and the Great Depression.
- But there is more. One commodity that economists rarely think of is cardboard. According to Markets Insider cardboard box shipments are at the worst they’ve been since 2009:

Cardboard boxes are an overlooked barometer of the health of the economy as they are a massive component of consumer spending. Whether its ecommerce or shipping bulk goods to stores, cardboard boxes play a role.

She examined activity modifying voter registrations, and saw that it would spike massively in the middle of the night and on holidays — she said she believes it wasn’t county staff making the changes, but likely nonprofits.
- One voter had 13 changes made to their file within a 60-day period. Busch said it was easy for the nonprofits to go in and modify the voter registrations; all they needed was the voter’s driver’s license number. She observed that the most incomplete voter registrations she found came from nonprofits. All of the nonprofits given access by the Secretary of State was far left and backed radical election initiatives, she said.

I was a Dem County Chair until bailing on Obama and the Dems in 2012. Initially, I couldn’t stand the sound or sight of Trump. But, he changed my mind in his 4 years and I voted for him in 2020. We need his unabashed leadership. But I am not sold on Trump the next time around until he acknowledges that the most brazen two-tiered justice system example is Leonard Peltier whose kangaroo court in the 70’s was an early example of Deep State operations.. For God’s sake, the prosecution of Peltier is still the poster child example of the 2016-20 persecution of Trump. Wake up to the truth Kash.. Trump needs a Peltier plank in the 2024 platform. Otherwise… it’s all BS.
The best GOP gov., hands down, is G. Abbott. Ron D gets the headlines, and wants more. Abbott doesn’t want anything to do with the DC sewer; God love ’em – that shows real sense.
